Does PTA Tax Apply to iPads, Tablets and Smartwatches?
Wi-Fi-only devices have no IMEI and no PTA tax. Cellular iPads, LTE tablets and Cellular smartwatches are a different story. Here is exactly which is which.

DIRBS registers a device by its IMEI, and only cellular devices, ones with a SIM tray or an eSIM that can connect to a mobile network, are issued an IMEI at all. A Wi-Fi-only iPad, tablet or smartwatch has no IMEI and sits completely outside PTA's registration and tax system.
Cellular iPads and LTE tablets do need registration
An iPad or Android tablet in the 'Wi-Fi + Cellular' or 'LTE' variant has its own IMEI and is treated like a phone: a grace period on a local SIM, then DIRBS registration and PTA tax to keep working on cellular data.
Cellular smartwatches follow the same rule
A GPS-only smartwatch has no IMEI and no tax exposure. A Cellular or LTE smartwatch that takes its own eSIM number, such as an Apple Watch Cellular, is a standalone cellular device and is registered the same way as a phone.
How to check your specific device
Look at the exact model name on the box or in Settings, GPS-only and Wi-Fi-only variants are usually labelled clearly. If in doubt, check whether the device shows an IMEI under Settings > About, or dial *#06# where supported, no IMEI means no PTA registration is possible or required.
